Might be a stupid question, but, what do you think?
After exploring all options that the fuel and spark could be my problem and learning that its not. Is there a way to set the timing on the 2.1L without going in the engine?
you wont need to go in the engine. you have to remove the timing belt cover. unless you have done it before or have a shop manual i wouldnt even attempt to try it yourself.
A B-series in a Prelude. WTF if this be true may the trader be burnt to a crisp, packaged and shipped back to the civic department. H,F,G Series.

Wow IMO any prelude before 4th gen should be junked. 3rd gens are ugly, and I have no clue what a 2nd and 1st gen look like.
No offense if you own one.

just take it to a shop and let them do the timing. you dont sound like you know what you are doing. no offense but its nothing that you want to attempt to do if you dont know what you are doing. you have to put the block at TDC and take the plug out for the balance shaft for the oil pump and make sure you can stick a screw driver all the way in. make sure your marks on the same gears are pointing up when the block is at TDC. but if you do this wrong you will have more problems then you could imagine
