Default block boring

thinking about b18 boring block..what does boring out a block from 1.8 to 2.0 really do. does it give you more power and torque? or is it just best to stay with a 1.8

You can not bore larger than 82mm on stock sleeves. Once the block is sleeved you can bore to 85 or 86mm, if you so desire. The increased displacement=more torque.
