Default VTEC problem (built turbo H22A4)

I'm having a problem with VTEC. Ever since I swapped my built H22A4, CEL 21 (Vtec solenoid) has always been there.

At first I thought it was the wiring, but it checked out perfectly fine (continuity when plugged in the ECU, no continuity when disconnected). So, following the flow chart in the shop manual, I changed the VTEC solenoid all together. The problem still persists.

I checked the continuity on the ECU, to see if maybe VTEC wasn't installed right (the ECU is a custom chipped P06). But the pins check out fine.

Should I bring the ECU back to the guy who chipped/tuned it and tell him there's something wrong with it? Or is there another way to trouble shoot the VTEC solenoid itself?

What should I do? I'm really bunked on this.

Any help would be greatly appreciated.

I don't know what the inside of that particular ECU looks like, but if there is a way to check the continuity between the external connection (which appears to be ok from your previous tests) and the trace on the printed-circuit-board. Also survey the whole ECU to make sure there aren't any broken/disrupted traces.
