First determine whether it's electrical or mechanical. Test the ECU in another car to see if it activates VTEC properly, or try another ECU in your car. Unplug something vital (like the TPS) to see if it throws the car in limp mode and throws a code with the present ECU. Also check the voltage going to the VTEC solenoid after the set VTEC point. If all of that checks out, upload the BIN out of the ECU and check to make sure the VTEC crossover is where it's supposed to be.

If you determine that it's not electrical, then start looking for details like a dirty VTEC solenoid, or accidentally not installing that little o-ring under the #3 cam cap.

Since you say you have a built head I'm going to assume it was disassembled at some point. Check and make sure that all the pins are in the rocker arms if the problem isn't electrical. Happen to me....and took me a minute to figure out the problem.
