Default failed smog high HC no NO

i recently failed smog, the engine is a complete rebuilt d16y7 and everything is stock

new plugs
new wires
new air filter

readings

%co2 %02 HC (PPM) CO (%) NO(PPM)
RpM
Max Avg MEAS MAX AV MEAS MAX AVE MEAS
15mph 1681 14.6 0 66 9 [U84 0.57 .02 .04 487 57 0
25mph 1791 14.5 0 49 7 96 0.55 .03 .27 774 50 0

Everything was working and i think it has to do with the timing, the computer says 10 degrees

Did you fix your timing. A new cat is like applying a bandaid. It will cover up a problem. You had alot of HC's.

I tell everyone to replace the O2 sensor when replacing the cat. The O2 sensor will keep the new cat from burning out on you in a few month's.

Glad you passed. What were your numbers when you passed.

sorry bout the chart, didnt format it, it just had high hydrocarbons, i dont think its the cat, everything seemed fine with the last smog, this engine was new and was in another car with all the same parts and it passed, i think the timing is the problem, the computer said 10 but when i check, it was at 12. wat should it be put at? 14 or 16?

Look at the label under the hood it should tell you or I can look it up for you.

What year is the motor? If you checked the timing did it line up with the notch between the two red ones? or did you use TDC.

One other thing to check is your fuel pressure regulator. With the engine off pull the vacuum line fron the FPR and see if there is any gas in it. If there is it is bad.

Thank you everyone for the input

ok i set it to 12, the manual says 12 degrees +- 2. the motor is a d16y7 but it complete rebuilt and everything on it is new. only thing i didnt change was probably the exhaust manifold, the y7 one with the big cat on it. well i think the high HC is due to the cat going out too i had a friend that had the same problem he just took off the y7 and put a y8 header and got the EX piping and extended the 02 wires and it was fine, so ima just try that
