lol. That seems like a truly royal pain in the ***
I can't really think of anything other than dustin off the stock cat again (that is, if you still have it) and slappin it on for the test then puttin her back in the storage bin for the next emissions test
Good luck

I just had my car smogged in Cali and had no problems with the following mods. Apex N1 catback exhaust, Cold Air Intake (AEM), MSD Ignition (Box, Coil, Tach Adaptor), MSD Wires, Skunk 2 Cam Gears (adjusted 2 degrees), Denso Irdium Spark Plugs, Power Pulleys (AEM), DC Sport Header (4-1), Stock Cat...I would say put the stock cat back on the car....

From the first data it looks like your car is going into a lean misfire, on the second set of data it looks like you're running to rich. The o2 sensor maybe biased lean, fuel filter might be clogged up or your fuel pump is starting to die. As long as you have your aftermarket parts set at "stock" factory setttings it should pass. Recheck your timing, are you sure you know you're setting it correctly?
I failed twice because when I switched my cat out I accidentally pulled the wires out of the harness that runs to the o2 sensor. Follow the wires from the 02 sensor and check to see if they got pulled, but then again, you would throw a code if they were yanked out. Good Luck, and yes California has some bullshit smog laws.
1st off, what did you do before the smog test? ie..woke up in the morning..then went there?
well when the car starts...the cat is not very efficient at doing its job..so the high level of (hc) hydro carbon can be expected. A suggestion is to drive the car really hard..for like 5-10 mins..getting the car's temp to normal operating temp. The vtec is calling for ya. This time it's business..lol
i dont know anything about what's causing your co2 level to be so high. Maybe suggesion above will cure that too.
Good Luck.
May i add vtec help me pass smog, so i think it might help you. Your mods shouldn't be the prob. It could be ur engine misfiring that account for the high hc count.

Or you can get a Denatured alcohol. This is what you do:
1. Go to Home depot or any hardware store that sells Denatured Alcohol quart or gallon. (Good for a cheap Fuel injection cleaning also)
2. Wait until you are at half of a quater tank the day you go to the testing station.
3. 10 minutes before you to the test pour the Alcohol in your tank and then go take the test.
4. Once you do your car should be burning extremely clean and you should pass with flying colors.
5. after the test go top off your tank with the gas of your choice.
6. You car should will drive really well and you'll be flying down the raod with your passed test!
Old trick people used to do in FL before they got rid of the Emmisions and inspection laws down here....

do the denatured alcohol trick, i did this and it worked. i had my gas down to like two marks before empty. also change your oil and spark plugs. my car passed really easy after all that and im in cali. make sure you have stock timing
I got my 99 Si to pass. JUN3 cams, ITR intake manifold, OBDII ecu, 2.5"carsound cat.
Fresh oil, filter, fresh stock range plugs, cam gear set to 0, retard timing as far as possible, and lean the fuel out.
good luck

You definitely seem to be running too rich now, so try advancing your timing those 2 degrees you took out.
Please try to give us as much info as you can. You stated that you pulled 2 degrees but 2 degrees from what? How many miles on the engine? It's like walking into the doctor's office and saying, "It hurts..." and expecting him/her to fix you up without knowing where, when, how, etc...
