Jump the VTEC solenoid power wire to the battery and see if it clicks.
If it's sending the signal and the VTEC solenoid is working - it's engaging.

VTEC is not too drastic in stock applications (ie: INSTANT TURBO). If you need your confidence in VTEC restored, roll up your windows, turn off your music and your fan, and do a second gear pull from low RPM to high on a straight road. Pay attention to where VTEC is supposed to engage, and you may just hear it. Otherwise, I don't know what to tell you. You may be deaf.
What head are you running with those GSR cams?

Did you hear it just fine with the original b16 cams in it, or did you not have them to begin with?
Either way, the stock VTEC has probably been overshadowed by your turbo setup. If you want aggressive enough VTEC to really notice, look into some performance turbo cams and tune it again.
