broken headlight switch and wiper switch

broken headlight switch and wiper switch
I have a friend who just had her car broken into and the ******* broke the head light switch and the wiper switch. My question is will I have to turn off the air bag and remove the steering wheel, or can I just unscrew the screws and replace the parts? Any advice would be greatful.
