Yeah, your headgasket is roasted.
Not sure what u mean by "water tank" - there is no water tank.
I assume you're talking about the coolant overflow reservoir.
Theoretically if the engine's functioning 100% you shouldn't really need that at all. It's just as stated, an overflow, so when water expands, it has someplace to go.
Though if you're not talking about that I have no idea what you're talking about as far as "water tanks" go.
oil in reservoir or water in oil pan is usually (probably) a headgasket.
Is it smoking at all?

That depends.. just how much oil is in there? Is it mixed with it? it is like stuck to the inside walls of the coolant container itself? Maybe a lil oil on the coolant cap/hose thingy? When my head gasket went, it did the complete oposite. Coolant inside oil. AND it smoked like a bishhhhhhh . If you have MASSIVE amounts oil in your coolant, be very scared. If you have ANY coolant in your oil, start to cry. If white smoke starts to come in a few days/weeks, have that 9mm glock fully loaded and aimed at your head.

check the dipstick. if your oil is a caramel color or if theres water in there, then your headgasket is blown. You might want to check your radiator for leaks. did your car over heat?

.
He's saying maybe a transmission seal broke and it fed oil into the rad - the nipples at the bottom of the trans is for coolant lines on an automatic transmission.
