Default Dist. rotor stuck on shaft

Are there any ways out there to take this metal piece of the rotor off of the shaft. I completly broke off all the plastic parts of the rotor doing the replacement and can't get this piece off. Theres rust around it and I have let it soaked in PB blaster for awhile and still cant pull it off. TIA

Here are some pics to help visually:

If you have a small extraction pulley..you should be able to get that off...if worse comes to worse...I would chisle it off..

Maybe if you try to make a cut with a flat head or something on one side of it then pry it open to get it to loosen up and may be able to pry it up?
