Default Water in the oil on a sleeved block. (NOT THE HEAD GASKET)

My block that has been sleeved is leaking water into the oil from where the two (sleeve and block ) meet, when it is at operating tempeture. Is this something that could be fixed at by a SKILLED engine builder or is this block and me SCREWED? thanks for your help in advanced.

Should have taken it to Bensons. Sounds like tolerance/expansion issues.
