Default 98 Hatch..Power to everything, no fuse's are blown. Wont even try to turn over

Here's the deal:

Bought a 97 Civic Coupe HX that was rear ended...but still drivable

I brought it home, put a battery on it and it started and ran just fine...So I took this motor out and put it into my 98 Civic Hatch DX (had B18 OBD 1 but messed up)...I forgot to take of the battery and my starter wire touched my frame rail for about a half of a second...I still have power to Starter, Altenator, Fuel Pump..I have change all relay's/fuse's..Well all the relays except the one under the driver side dash..(take the side piecs out in the jam, un bolt it...there's two of them...and I heard that they go to the fuel pump?)...All has been converted to OBD II

When I turn my key on I get nothing motor wise...Everything electonical as far as the interior goes still works..but fuel pump wont purge, and when i turn the key my check engine light wont work...So i replaced my fuel pump with the one in the HX (since i know that one worked) but still nothing...Could it be those 2 simple relays under the vent?

Yes i did my searching but found nothing that had my same problem...

the ecu wasnt in this car whenever this spark happened...And it didnt make no noise whenever hooking everything up...So i kinda ruled that out...But is there any way that you can test this? (ECU)

well i got a lead...

There's a main relay that is actually comprimised of two relays. When the ignition switch in turned on, the powertrain control module supplies the ground to the main relay. The ground then triggers one of the internal relays that sends the battery voltage to the fuel pumps for that two seconds to pressurize the fuel system...

So i called the local o'reilly's, autozone, and advance...Advance is the only one that could get these relays...And they were 83$...so i dont know...

And are these relays polaced differant between a hatch and a coupe?

My parts car doesnt have these relays, well not in the same place at least
