What would get you plenty of knowledgeable responses would be if you posted this in the welding/fabrication section, or the paint/body section.

I myself don't have experience with welding, but I have been in your position before, good luck with some answers.

get cold rolled, like 18 gauge.... To do it right you need a punch flange tool... or you can put the new metal behind the old metal and tack it in.. cut out all the old rusty ****... tack new metal in .. then weld it... Don't even think about welding this solid in one pass... it will warp... Just keep making tacks and space them out.. and slowly connect them together.. then sand it smooth with a 36 grit sanding pad on a grinder... just take off a little at a time.. to keep the heat out of it.. Use 0.23 or 0.25 wire if you can.. 0.30 or 0.35 will do if you really watch your ***... ER70S-6 and a bottle of 75/25.. also i'd get some good zinc rich primer for when you're done.. good luck..
