gauge cluster swap question
Perhaps a broken fuel gauge. Test whether the screws behind the fuel gauge are tight. If the screws are free spinning, then your gauge is toast. If they are tight but your gauge isn't working, then it is toast. Buy a new replacement at Honda for $30-40.

And as for the mixing and matching gauges, almost certainly not. You'd have to pop the needles off, disassemble the gauges, reassemble them correctly, and hope you got the needle in the right spot. I destroyed two gauges in vain when I tried it, but you may have better luck.
