I have a 95 civic and when I turn the A/C ON, I hear the compressor turn ON but it is blowing warm air instead.

What would the problem most likely be ... leak, low freon, bad A/C temp switch?

 

I would go with either leak or low freon but then again its a 95 so im leaning towards low freon

your best bet is to use some r134 or r12 manifold gauges, depending on what kind of refrigerant you have. once you hook your manifold gauges up to the high and low sides, your readings should be similar to what the ambient temp. is
example: if the temp out side is 70 degress, the low side will read close to 70, if not EXACTLY 70. if it does read 70 then your ac system is about right, not too low, not too high. if it reads over 70, its overfilled, if it reads anything lower than 70 such as maybe 60 or below, then you may be low on freon.

and since your car is a 95 i want to say its still r12......but im not too sure, i forgot what year the car manufacturers made the switch from r12 to r134a.....

 

Recharge... but watch out for leaks check the condensor for little holes..
i recharged my a/c but then didnt figure out why it was still hot so the i started inspecting and noticed i had a little hole in the condensor so check it out

 

I am thinking that if the compressor clutch is engaging and that it is blowing warm air more than likely it has a leak. Low refrigerant would mean low pressure and hence the clutch should not engage when turning the A/C On.

Luckily I have the R-134a refrigerant. I don't have access to manifold gauges so for now I will check for leaks and then put in one can of refrigerant and see if it holds.

What can I use to clean the condenser fins from dust and debris. Is a toothbrush ok to use so as not bend the fins?

If you don't have enough coolant in the system the clutch on the compressor will never kick on. I'd be more than willing to bet that's your problem.
