how safe to drive?
It may be safe, but I wouldnt do it. Dont drive hard/fast if you do. I really have no personal experience, just going off of what my head is telling me.

hands down fix it. ever heard of crankwalk? its a similar concept in that a bearing fails on the crank of a 4g63 engine, causing the crank to have a tiny little bit of extra space to flop around, destroying just about anything in its way. pretty close to the same idea, except for you it would be a tiny little bit of extra space around the cam and your cylinder head would be the one taking the pounding. torque specs exist for a reason. if for some reason they cannot be obeyed, especially for a precision chunk of metal rotating at several thousand rpms, the vehicle shouldnt be driven until the problem is fixed.
get it towed to a place to drill it out, or get a new head.

Honestly, spend the cash and get a machine shop to profesionaly remove the bolt.
What costs more, 100$ at a machine shop, or 500$ for a new head?
