Ek Sidemarkers
Radio shack also sells some sheet metal shears. There's 4-5 writeup's I've seen on it. Most people just use a steady hand and a dremel.
If your really really lazy to cut a whole and too scared you might mess up due to incorrect measurements, then buy jdm fenders that are pre-cut for the sider markers, then the rest is electrical wire connections.

but then you have to paint them
If you're too afraid, just pay a body shop to cut the wholes. Take them a diagram and where you want them. Any good shop should be able to do that, and be around $50

Whichever the OP is comfortable with, Nibblers or dremel or a drill even.
I've seen it done 3 ways and all worked fine.
