Is my head gasket blown??? 96 civic dx

i have a 96 civic with about 130,xxx miles on it and it runs good/well BUT..... my radiator is full of slippery/dark/milky/ **** water. i change it every time i drive and it still over heats a lil bit. what are the causes of this and what do i need to do to get it right. THANX GUYS!!!!
if you look at your oil cap, and it has like guuuiii stuff on it, then its your headgasket!!! choclate milk in the engine = blown headgasket!!!
$50 part.
can be an easy fix, unless you drove on it too long, and then it needs resurfacing and crap
