Default Obd1 code 21

I finshed puting in a 94 usdm gs-r into my 93 Honda civic dx and can not git Vtec to pop. I have tested the vtec solenoid and it clicks when you put it to 12v, i have tested the wires and A4 to the sensor reads about 12v, but the D6 to the oil pressure switch is giving me like a -3v reading(not sure why). The ground off the oil pressure switch is good. I have ran new wires straight to the pins with no splices and have made sure the wire is touching the correct pin on the ecu. I have a p28 chipped ecu and i tested it in two other car and the vtec work perfect and no check engine. Im willing to try anything so any advice would be appreciated. I am new on here so not really even sure if i posted this correctly. THANKS

i had the same problem with mine. the oil pressure switch is closed until you turn the engine on. theres this little pin inside that breaks the connection and tells the computer it is working. check for continuity between the 2 terminals inside the switch itself with the car off. if you have none, replace. i have a whole diagnostic flow chart for the b16a for codes 21 and 22. but i can get on alldata and maybe send it to you for a gsr.

also i ran the wires straight to the ecu and no worky. the dx already has the wires for vtech just splice into those on the passenger side strut tower. the oil pressure switch is blue for power and black for ground and the spool solenoid is white/green

I changed out the oil p switch with tree other ones and the same problem. I evan tryrd my friends off off his working vtec car.

Problem fix it was the ecu, i guess got chipped wrong, but it runs my Buddy's car perfect. I have no clue but im not going to waste anymore time thinking about it. car runs great now and pulls amazing.
