Default CEL 65 What to do?

what exactly is the problem when i get this code 65 primary 02 sensor heater wire (black wires) i have a gay ebay "high-flow" cat and i just replaced the secondary o2 when i put that thing on cause my old cat was rotted through and i got a apex world sport cat back on there.

Code 65 is for the heater section of the O2. Use a meter to measure the resistance between the two black wires while the O2 is disconnected from the main engine harness. If it's between 15-40ohms, start looking at your wiring harness otherwise replace the O2.
