There is a fuse diagram in your owner's manual and also on the inside of the fuse panel.

you do know that the brake lights are a seperate part of the bulb than the park lights right?
headlights/parklights - low part of bulb
brake lights - high part of bulb

the brake lights fuse for a 99 hatch is in the under hood fuse box. 15amp (if your horn works that's not the problem)

There is a pin switch above your brake pedal that activates the lights when you press the pedal. If all three brake lights aren't working, you should check that the switch is working. They can go bad or come unmounted.

that might be bad....or the wirings are loose...
or maybe disconnected....

play with it...the button...

have someone look at your tail light see if the light comes on....

the only thing i can tell you is..

if its not the fuse...the bulb...the wirings...
thats should be it...that switch...try and replace it..go to the junkyard and get one...

the switch behind the brake pedal probably needs adjusting. i would adjust it first before going out and buying one.
