Default LS Vtec is supposed to engage @ 5K, but isn't until 6500. WTF?

I recently put a B16 head on a B18 block and ran an oil line to the Vtec from the oil pressure sensor. It runs great, except: with the chip I have, the vtec is supposed to engage at 5,000 rpm. But, its not engaging until 6,500 rpm.
I've switched out chips and it still does it. The other chip is supposed to engage at 6000 but it still doesn't engage until 6500.

Question: is this because the oil line is too long? Do I need to get better oiling from the oil filter?

Do you have an oil pressure gauge? If the LS motor has a lot of miles on it, it may have worn the bearings in the rods/mains enough that it's just not holding high enough pressure until that RPM to lock in the rockers.

Hondukies are very sensitive to oil pressure, also what head gasket did you use? LS or B16?
