Default wants to stall at cold start, irratic idle

motor was rebuilt last summer.
ctr pistons, rm cams..

-car spits black stuff off tail pipe. (water+black stuff) not oil
-car wants to stall on cold start.
-after car's warmed up it idles erratically rpm goes from 800-(1250-1300)rpm
if i disconnect the tps sensor it idles high at 1500 rpm.

i failed e test cuz of it won't idle steady.

what could be the problem ???
thanks

Check your vacuum hoses. Condensation will give you that black/wet stuff cause the motor hasn't warmed up.. especially if you haven't tuned the motor. You could also have a bad IACV.

Do you get any codes? Who built the motor?

NOTE: I always had my EVAP unplugged ever since i had p28 ecu. because it wouldn't run with evap plugged in.. today my buddy plugged that evap connector back in.. and the car wanted to die but gave little gas .. and it now idles at around 1150 rpm.

erratic idle's gone now.

i tried to turn the idle screw but can't get the idle any lower.

which way do i need to turn the screw to lower the rpm?

i went clockwise few turns and it still idles at 1150

You have a manual? Whats your email? Also, have messed w/ the throttle rotor stop screw under the rotor? I believe its an 8mm nut thats backing a allen wrench adjustable screw. See if your shop messed w/ that at all. Did you check your IACV

i went a step further with obd1 ecu by disconneting the evap connector and plugging the line itself. there is a drain plug underneath so it eventually going to make its way there. right now you might be ok but summertime you might have same problem as its released during startup. if you do'nt tune the car yourself. have your tuner check out the maps and see if he can do anything to help with idle.
