It's more than likely your sending unit from your fuel tank, or the float is stuck.

Not so fast. While that could be the problem, there are other things he could check for free that could cause the problem. There could be a bad connection somewhere. Under the rear seat cushion, there is access to the gas tank and the sensor that tells you how much gas you have. you can pull that out, and inspect it. Also, before you buy a cluster, try to find one to borrow from a friend to see if that is the case.

or you could go about diagnosing the problem...

Did you swap clusters? Did it work before?
Try another cluster. Try another cluster fuel/temp gauge section.
Check the float. Check the sender. Check for loose wiring on the cluster connectors or @ tank.

Then, if it does turn out to be the cluster section, on the si set, you can just buy a new section, for ~$30
pt # 78130-S01-L01

#14 above (yes, I know it displays for auto...they only have 1 picture - this # is correct for si)

IDK man, if an EX one works in your car but the Si one doesn't, and the Si one works in your friend's... weird.

And since getting the Si cluster, you did retry your original ex cluster......which worked?
And the si cluster works in your buddy's car, but not yours...
really really strange problem
