Default another idle problem

Ok so I had to replace my TPS, put a new one on, but couldn't get the voltage to .45v at closed throttle. So I figured I could tighten my cable up a little bit (before this my idle was acting weird, up and down between like 200 and 700) so I figure eh it could be tightened a little, then I turn the car on and it idles at like 1000, then slowly creeps. I've tried every little adjustment on the cable and it either idles up and down really low, or it just rises, wtf. I then got it to a position where it wouldn't rise, but after I press on the gay it would stay at like 1.5k and not drop..........? It seem sthe only way for me to adjust the tps to the right specs is to do something to my throttle cable? Any other ideas/suggestions?
