cel 17 a problem?

cel 17 a problem?
jdm d15b- keeps throwing cel 17 (vss) But the speedo works fine? Anyone here have any clue why it's throwing this cel? maybe it's a o2 problem? Would this cause a slight bogg/hesistation at 2,800rpms?.
