Emission inspection question.....
does the diagonisic machine that they use at the emission inspection agency check the voltage at the o2 sensors of does it only check for (CEL) codes stored in the ECM. Thanks

I don't know about your state, but in California (which is supposed to be as bad as it gets), they only check for codes on OBD-2 vehicles. They have no desire to check O2 voltages. Hope this helps.

kool so that means i can just pull the power at the batt. rigth before i go and i will be ok becuase the CEL doesnt come back until i drive for about 20 miles

Not here you couldn't... This would cause the ECU to reset the long term fuel trims which would horribly throw off your emissions readings... Maybe you can there, but certainly not in this state.

in addition, if you have OBD2 and your ecu was reset before going to the emissisons testing site, it will also fail. your ecu will not be in a "ready" or testable state because it has not acquired sufficient readings and history to come up with a good map and hasn't had time to figure everything out. they will tell you to go and drive the car around for a while and come back.
