White or yellow fogs for rain?
Yellow light is easier on the eyes, there's going to be glare regardless so yellow light glare won't be as 'anoying' that anythign whiter. It not necessarily that you can see better with yellow light. I'd go for yellow light personally.

Hella Micro DE fogs are by far the best fogs I've seen. Controlled beam pattern (it is a projector style fog lamp), and hard to beat the quality and output for the price, I think about $125 last I checked.
There actualy was a big thread on this a while back ill try and find a link
it compared different combinations of yellow and clear lenses and bulbs

The quality of the fog lamp is much more important than the colour of the bulb. A high-quality fog lamp with a white bulb will perform better than a low-quality fog lamp with a yellow bulb, and vice versa. The conventional thinking is that yellow/amber light is best for use in inclement weather, but if your fog lamps produce a well-controlled and proper beam pattern, you might benefit from the additional light output of uncoated bulbs.
There was a write up on this same thing a few weeks ago. about the color of fog lights. The basic statement was that color makes no difference in fog light performance. let me see if I can find it again for you
well to make it really simple from what i understand.. fog is white, with white fogs it is the same color output as what it's reflecting off of ie the fog, so yellow tends to cut fog a little better because it shows up in a different shade closer to the road then what you're trying to see through.
