someone please educate me on what an obd is

what is the best computer system for a b16

OBD = On-board diagnostics.

"best" depends on your goals and what car you have and state you live in.

if you have an OBD2 car and you live in cali like your location says you need to have an OBD2 ECU (P2T) in the car to pass emissions.
If you have an OBD1 car you need to have an OBD1 ECU in the car (P30).

If you're going to switch ECUs to be able to tune, the P28 or P30 will be fine but you will have to have an emissions legal ECU to test with. (plus a jumper harness if you have an OBD2 car)

The P30 can be equiped with a switch to flip between the tuned map and the emissions legal map easily.
