Default Help! Can't figure it out!

Scenerio:

1999 Acura Integra LS. Automatic Tranny. All Stock under the hood.
Stock ECU.

Problem:

Fails to start up smoothly, coughs as if "choked" like a carbureted vehicle, exhaust smokes as if far too rich, then leans out and runs smoothly after it warms up. The smoke is certainly fuel, not oil. Then turn it off, wait a few minutes, start it up again, and same thing happens (sometimes even after warmed up), very rich then leans out to a smooth run after a few minutes. Never a CEL.

Always too much fuel at the start, then leans out to what seems to be "normal".

Changed FPR; changed plugs/wire/cap/rotor, nearly all ignition components; checked timing; full fuel systems cleaning (including injectors). Checked IACV...

Any suggestions of what else to do/check next? I am thinking o2 sensor but I figured it would throw a CEL if the o2 sensor was bad? Hmmmm....

Any help/suggestions appreciated!

If you changed all those parts, and have no CEL, it is defintly a stuck open injector.
