Cant Rev past 7k.

Cant Rev past 7k.
Other night at the track, after a few passes my friends integra would not go above 7k. The car is currently throwing a code for water temp sensor. I dont think that has anything to do with it because i replaced that damn thing less then a month ago. So if its not that. What else could it be? Fuel Filter? 
Today i replaced the following.
Vtec solonoid, Plugs, wires, Oil change haha...
anything else?

dead on. car's in lymph mode. dump code, should be ok.
