i have a 96 civic ex VTEC and i just bought a 96 hx VTEC ECU for when i turbo my car. i am going to use the hx ecu for tunning and save my old ecu for a back up. my question is, will the hx ecu swap out my old ecu with no problems? thanks

Bingo.
Unless you want an UNTUNABLE ECu that will throw check engine codes for EGR valve (your Ex doesn't have one) and primary o2 sensor (HX has 5 wire, EX has 4-wire) this is a terrible idea.
Get a jumper harness and OBD1 92-95 Civic P28 ECU from the EX/Si model and save yourself a self *** kicking.

not to mention the ECU's he has now are 96 and ODB2a. Neither are tuner friendly.
