Nahh man.. ANytime your screwin with the air/fuel ratio and the effeciancy of an engine, you need to tune.

Read up on that and search for I/H/E Tune on Team Integra.

He'd probably get a larger power gain from tuning the car with all stock equipment, than just bolting on those mods and not tuning.

Maybe it's just me but 25 seems a little high unless he is using an RMF, SMP, or something along those lines.

And even then it still seems high , I think from those mods its more like 2-3 hp w/o tune 7-10 with tune at the most .

Look At My Sig. I Made 165WHP & 121WTQ With A AEM Type R CAI, JG 65mm TB, Skunk2 I.M., JG 4-2-1 Header With 2-1/4" Collector, 2-1/4" Carsound Cat, And 2-1/4" Exhaust, 165WHP With JUST Bolt-On's, I've Seen Stock Gs-Rs Baseline At Less Than 140WHP, Therefore That Is How I Am Coming Up With A Figure Of 25 WHP W/ Good Tuning, From Personal Experience
Its going to be hard to say exactly how much of a gain you'll see from tuning or from those parts. Everyone will get different results from tuning depending upon the type of dyno, weather, elevation, tuner capabilities, etc. There are too many variables.
But the fact is you will notice some gains, with a competent tuner. Even though your peak WHP might not be a significant increase, you might gain more midrange, better idle, and an overall better running car. Which your car will thank you for.
