Default VTEC not engaging like usual

Hey everyone,
before I start my question, I searched! Nothing came up with the symptoms I got:

93 Honda Integra RS

Aight, I was driving, hit 5500 RPM's No VTEC! Car fault real sluggish, bogged, and lagged to get up to 7800 RPM's. I am running a B16A with: I/H/E, carsound cat, pretty much stock. I've hit Vtec before and fault the kick it provides, but after yesterday, I haven't really fault that kick. Running a Mugen chipped P28 ECU that I bought off of JPR in LA... The guy does the chipping himself, $250. I pull a code 1 (O2 Heater) sometimes when I run it hard. Nothing new for Vtec not to engage... At start up I don't pull a cel... I checked the oil, it was decent, could use a qt. Put that in, still nothing. Oil pressure switch seems to be hooked up... I didn't hook the Vtec up, a shop in LA did: South Gate Auto... Just today I replaced my FITV w/a FITV that I was running on my B18A, vacuum hose, tried to take the LS IACV, but my JDM motor didn't let me so I just cleaned out my IACV. This was all that needed repair/replacing to conquer my high idle... "For Now!"

Cliff notes: (stuff i've done within the week that could've triggered this problem):
I have replaced the fuel filter last Monday and had a slight leak that I fixed.

I was messing with the vacuum lines, and IM/TPS areas today, because of the idle issues, but this Vtec thing happend yesterday! What could this be??? Get at me with any info you got.
