Default Solid CEL, new ecu, SOLID CEL (srchd)

so its a d16a obd-1 --i had a solid cel forever and was not running a 4-wire o2 even though my car was wired for one. I finally put the sensor in and it wasnt getting any voltage--so i figured it was an ecu problem. I put in a nice new P28 and its still the same, solid cel and no voltage to the o2 sensor. My car runs and hits Vtec, although the idle is very rouch indeed--guys I suck at wiring what can I do to diag this problem?

What trouble code does it have stored? Have you checked the wiring to the o2 sensor?

You mean you cut the harness OBD0 and spliced in the OBD1 ECU plugs???

Why didn't you just use a jumper harness???

Well wait no--firstly I didnt do this odb1 conversion this is why im sorta cloudy. It has a jumper harness i think its the rywire one its the ornage brown grey and purple one..i followed that harness and it goes straight into one of the ecu plugs. Its def a 4-wire o2 harness because i asked about that before
