Default WTF is going on? (Throwing Code 8)

Ok, here's what's been happening to my 94 LX auto (OBDI, POB, Japan Made)

Car is somewhat hard to start (sometimes cranks for a couple seconds)
Check engine light comes on often
Idle is low sometimes, and it feels like it wants to die.
Throwing Code 8 (Even after clearing) [Top Dead Center Sensor]

Read my repair manual, said to test with multimeter. Tested within spec.
Tried another ECU (POB from my friend's 95 LX Auto, US Made)

What's wrong, or what should I replace/test next? :confused: :confused: :confused: :confused: :confused:
