this is pretty common, so give it a search. Keywords to look for:

- IACV
- FITV (Fast idle thermo valve - if it happens before it warms up)

Aside from searching for those two things, these may be something to try also:

- Check for vacuum leaks
- Reset your ecu (What worked for me was removing it overnight, regardless of the 15 minute battery removal trick)

If none of that helps steer you in the right direction, describe whats going on a little more. Does this happen when its hot or cold? What have you tried so far? Have you changed anything, or was this a gradual problem? Every relevant detail helps.

mine would surge and run rough and shake the care like the engine wasn't firing right......it ended up being a grounding issue.

i had a constant 900-1500 rev and it drove me nutz...i replace the eacv and everything like that....before i was gonna change the tps sensor i tried one more thing......that was replacing all of the vacuum lines( even though mine looked perfect) from the throttle body and elsewhere......sure enough that solved the problem...try it out

What kind of engine do you have? The OBD0 b16's are famous for the FITV problem and thats what it was for me when I thought it was just about everything else.
