Default Fuel pump not working!

Still working on my swap ('96 GSR into '93 hatch), and it's all there and plugged in, but for whatever reason my fuel pump is not pumping fuel. It won't prime when the key is turned on and there isn't any fuel in the lines or rail at the motor. Is this a common problem? I have a full tank of gas.

Do I have to drop the tank down to do that?

No, Im getting no power at the pump (checked both wires with a test light, key on, during the priming cycle) and I've got nothing. I checked all the wiring I touched underhood and I can't find anything I left unplugged, other than the two shock tower connectors that don't plug in.

grab a voltage meter and read the wires (you want to make sure there is no breaks in the wires). also check fuses and you might want to consider replacing the main relay.

Is the main relay located in the underhood fuse box?

Ok, there is no alarm or immobilizer of any kind, the car was absolutely unmolested and bone stock when I got it. The engine cranks, I have CEL (all the dash lights work), and I'm using a P13 OBD1 ECU from an H22 car. I just got done testing a brand new main relay and nothing changed; the pump is still sitting quietly, doing nothing. I'm going to try putting the stock ECU back in and see what happens.

Alright. This is getting frustrating. I put the stock ECU back in; nothing changed. So, I took a can of carb cleaner and sprayed a ton of it into the intake, and it didn't even try to catch, so I don't think I have spark either. If this were a domestic car, I'd almost say it has a bad crank sensor, and fuel and spark are being disabled by the ECU, but I don't know which inputs to check. My manual is pathetically vague, and Alldata isn't much better. I know that this motor ran fine in a car exactly like mine less than a month ago, and my car was running fine before the swap. I've followed all the available instructions and believe I have everything set up correctly. Is there something else I need to check?

I just found out that OBD2 distributors may not work with OBD1 ECU's. I have an OBD2 distributor on my motor. Could this be my problem?

I didn't think I needed to, as I have an OBD2 harness on the motor.

I dunno; the motor had the harness already on it and everything was plugged in. I figured it'd be better to just not mess with it, and no one told me I'd have problems. Should I use the harness off my old motor or something?

grab the harness off the motor you took out and use that you might have to extend some wires and wire up VTEC like this https://honda-tech.com/zerothread?id=724252

So, I can use the wiring harness from a non-vtech OBD1 d15 to wire my OBD2 B18 GSR motor? This is the engine harness we're talking about, right? Not the one that passes throught the firewall to the ECU?

I have some information from this site that says the OBD2 engine harness works fine with the OBD1 chassis harness, and that I just need to wire in VTEC and knock sensor, etc, for VTEC to work.

I found this in an old thread. This is exactly how I have mine set up:
"The only obd2 harness that will plug into the harness in an obd1 civic is a gsr harness. The integra has a 2 piece harness and has the same shock tower plugs as the civic and will directly plug in."

The shock tower pluge are not exactly the same, as there are two that don't match up, but I've been told that this is ok.

I don't know where these plugs came from but mine don't look like this; I only had two that plugged in directly.

The two large square plugs at the top in the picture are there on both harnesses, but one of them on mine is very slightly different, which makes it impossible to plug in without modifying the connecotr body. The other two plug in fine. I know that one of the plugs that plug in on my car is a smaller 4-wire (it's the middle one in the pic) that is for the injectors, and the other is the one you wire VTEC into. I don't know what the 3rd (the one that doesn't plug in) one is. Any ideas?
