Default No power under 3k rpms?

I own a 00 si. I just got my b16 rebuilt so i can run more boost and was assembled by a local machine shop. When it came down to set the timing, it seemed like we had to clock the distributor almost all the way just so the motor would run without a backfire. Anyway, my si drives fine except under 3k rpms, seems like it has no power. When i am at a stop and want to go i have to rev it to 3k and let the clutch out in order for me get the car to moving quickly. I have a 12lb light weight flywheel. If i let the clutch out under 3k it bogs and slowly moves along until i hit around 3k then i bulid some boost and it moves. A local shop said that my timing belt could be off a tooth. I have aem adjustalbe cam gears, don't know if that would matter. Also it is running very rich, i have 780cc injectors in there. The car was tuned my jeff evans last year when the motor was stock with those injectors. Could it just be that since its not tuned and its dumping alot of fuel, thats why its slugish under 3k? Or my timingbelt is off a tooth? I am getting it tuned this friday by jeff. Any help or ideas would be great, thanks!

Your timing is def off a tooth. I remember when i did a mini-me swap, I went for a ride and for the first 3k rpm I couldn't acclerated it was horrible, after 3k it was fine. So i went back to my garage, set the No.1 piston at tdc, and looked at my timing belt and it was a tooth off. After I fixed it, it was back to normal.

Set your aem gears to 0, then put you No.1 piston at tdc, and fix your belt.

Theres different ways of doing it. you can set the crank pulley tdc mark with the line on your timing belt cover and then check your belt. Or what i did was I straigthened out a close hanger, removed the No. 1 sprak plug and stock the wire down there, then i slowly turned the crank pulley and watched the wire, and as soon as it stopped going up I stopped turning and then you know your No. 1 piston is at tdc. then look at your gears, i don't know what the aem ones look like, but the oem gears had dashes in them that you had to line up. once you piston is at tdc and those lines match, you just have to carefully slip on the belt....
