Default checking for a bad ECU

simple question, how do you check to see if your ECU bad?

i have two of them and they still keep on throwing a CEL on my dash when i crank my car, but no start. there is no clicking on my main relay still when i replaced it too.

Car: 1992 Civic DX
ECU: p06-a51 & p06-l50

it is not throwing any code at all. i shorted them out and everything. when i turn the car on, there are no clicks from the main relay, even after i replaced it with a brand new one :-/
