Default Fuel pressure problems

I have a 91 Si CRX with a b16a. I had a B&M FPR on it and a gauge on the fuel filter. Today I noticed it dropped down to around 34 psi so I went to bump it back up to 38 where Ive always had it and the top just snapped right off. So I said no biggie Ill just throw my stock FPR back on. The stock FPR only gets up to about 23 psi. I called my friend and he has two stock FPRs I can try out but I wont be able to pick them up until tomorrow. I havent driven it yet but it would probably be pretty bad for it right? What else might be the problem besides the FPR or what could be wrong with it?
