Default Reading engine codes

Hey guys, I have a 99 hatch, was automatic before, now i swapped to manul. I have an obd2b to obd1 conversion harness that I hooked up a p28 to. With the auto obd2 ecu, the car runs fine. With the p28, i get a bad idle and bogs like hell. Maybe too much fuel. How can I hook up a scanner to read what cels I am throwing? I used my friends scanner for obd2, and i couldn't get a reading, only with the obd2 computer. How do you guys get your codes? Plus, If I chip the p28 and run a tuning program, could i fix the problem I am having?
