A B18a1/B18b1 engine and the people that i bought it from said
it used to be LS/VTEC So I know it has a new head gasket
and I'm suspecious of the Oil control rings that they Might be Busted
but other than that i dont know so what else could cause it?

Valve stem seals are a common problem area for these engines, as is ring wear. Then again, a shitty head-gasket job and/or reassembly of the intake manifold area could contribute to you burning oil.

When does it happen and how much oil are we talking about? Give us more info. Help us help you

It's your valve stem seals. You puff blue smoke when you start it because oil has trickled down past the valves and into the combustion chamber while the car was off. It happens when the car is running because it sees much higher RPM than when it's idling. This is a job that you should leave to professionals as it's both time consuming and tedious as ****.
