Default Ignition timing

I have a serious problem. My timing is off by ~11* retarded from what it is supposed to be. I have checked my cam timing 4 times to be sure and when my distributor is pushed to the fully advanced position I am still retarded by ~5*

I bought this TD-42U distributor for my d16Z6 brand new off of Ebay for $110. Everywhere else I have looked I have seen prices of $200+. Has anyone bought a distributor on ebay and had any problems with it.

The only thing I can think of is the ICM in the distributor is F'd up. If I bump my timing up on my low and high cams overall by 5* and leave my distributor pushed to the fully advanced position I get the actual readings at 16.5* which is where I want it but thats because my ECU is pushing 21.5* of advancement now and the distributor is pushed fully advanced.

Sounds like you're off a tooth to me, but your last paragraph totally flew over my head, so I don't think i'm exactly qualified to diagnose this problem! ^_^
