And the answer of "what engine" is best answered if we knew the chassis its going into, what you mean by "build", and what your intended use of the car is. Integras come with B series, and thats probably the easiest to put back into them. 96-00 Civics should take a B with just Si motor mounts, but you shouldverify that first. B16s are nice and cheap. If you already have an H powered Prelude or Accord, might be easiest to drop another H in it. There is a ton of information on both engines, to make your build easy enough, unless you intend to do something radical. Both can make good power.
And then there's always the K series. They seem to really like bolt ons, but are a relatively new thing, in terms of a total build. There's info out there, and on this site, for them, just not as much. They'll also be more expensive.
Either way, throw out alot more information if you want help. Can't ask such a generic question and expect to get any useful information.

i meant i would just like to spend 7500 on the entire build, like buy a civic, or watever i find pretty reasonable, but i want the project to be under 10,000, but i want 7500 to be toward the motor

If you are doing your first engine build, then you should build something that is not too costly. After all, you don't want to muck up an expensive motor, do you? Of course, you must find a good balance between cost and expectations of the motor. I feel that a good choice here is a B-series non-VTEC bottom end. These can be picked up for prices that will make the D-series guys eat their own words about B-series being expensive. And the can be built to make BIG power with relatively cheap and common components. They are also quite versatile, allowing you to go VTEC, non-VTEC, or forced induction (in either configuration). Of course, this only really applies if you drive a Civic or Integra.
