also clean your vtec solinoid. VTEC should hit harder when your car is fully warm

the oil isnt low at all, what would adjusting the valves do?
vtec hits hard the first few times..then just completely stops..seems like something electrical more than mechanical

Got a vtec controller?
Check all your electrical connections. is vtec built on to the engine harness or did you add it to the harness? check all the pins.
BTW.. in order to Hit vtec you need the following
55 psi of oil pressure
must be going at least 13 mph
water temperature must be at 120* F

VTEC is clearly engaging and then not. What did you do about knock since your running an LS block? Look at the coolant temp sensor also, be sure there are no issues. I am going with knock though, since that is most commonly what I see that leads to your problem.
VTEC should be fairly consistent with temp. Once you get near operating temp vtec will generally stop activating and you should be getting an engine light. You didn't mention it so I am thinking you either already have engine lights your ignoring, or you just failed to mention it. Either way VTEC working after first start, then upon restart points straight to ecu/management related issues....not valves and oil and all that crap.
Actually, maybe valves if it is causing "phantom knock" so to speak, but that's a longshot...Honda knock sensors aren't known for that.
