What does the car drive like? Have you felt a loss of power when vtec engages? Pull your cylinoid off and check the filter inside for debris if you are.

the light doesnt come on, i was test driving a potential buy, the car drives well, it looks like there is a small oil leak around the dizzy (lower than the dizzy and more toward the front of the car)

The oil leak you saw was most likely coming from the vtec cylinoid, gasket could have to be replaced and the car's light woul most likely go off unless there was another problem.

im really just asking, what causes the VTEC light to turn on?

During normal operation and you cross over into VTEC... the light stays off correct?

Also about the VTEC colinoid... i dont have to remove the head to replace something arond there do I... it runs fine now, smells of burning oil only right when you start it up, doesnt smoke, sounds beautiful, rides ultra smooth

The leak in the cylinoid will cause a light to come on most likely. The cylinoid does not require you to take the head off. It is only a couple of bolts and should take 30 seconds to take off.
