HELP! Just built my b16, put timing belt on 3 times, tell me if this is normal..!

I timed the motor like 3 different times putting the timing belt on the correct way, when i slide the crank to TDC right after I time it, the cam gears notches dont match up exaclty (the intake is one tooth higher than exhaust)
i was sure to rotate the crnk 3 teeth /degrees counter clockwise to take up slack, then i torqued tension pulley....
am i doin something wrong???? Marks were lined up before i turned the crank to makeu p for slack... plz tell me this is normal.

i started from cam gears
went around water pump, around tensioner and then around crank, did i do it in the wrong order?
