how to adjust front toe
how are adjustments made via the inner tie-rod? do i still have to pull the outer tierod end or can i leave it connected and just put a wrench to the inner?

Not sure what car you are talking about, but there is a toe control link on the front suspension of the Integra. Loosen bolt-move link-tighten bolt=new alignment.
It is located at the rear of the assembly, and bolts to the body. Looks like an L shaped piece of metal.
