Default JDM D15b...?

My buddy just bought a hatch back (91) and it had a blown stock motor(it was a dx) but the guy that had it bought a JDM D15b, on the head there is a giant oil port were a Vtec port would be but i know it's not that,

What went there on the Japanese motor? It's block off now; that's how it came but it's leaking a little, and i don't want to put it in for him and have all sorts of problems with it

Does anybody know what went there, and am i safe just blocking it off?
PS: the car is just a daily driver gas saver Thanks Guys!!!!

i don't think so i've seen other singla cam, vtec motors and it's not the same, it's just a hole, like half inch where a vtec syliniod would be

Is it a non-VTEC D15, and that hole is where the fuel pump is meant to go? I'm referring to the carbureted D15 engines.
